EMN Estonia national conference: Beyond Temporary: Building for the Future

Since Russia’s full-scale military invasion of Ukraine on 24 February 2022, more than 6.3 million people have been forced to flee their homes. In response, the Council of the European Union has extended temporary protection until March 2026. However, the need for sustainable, long-term solutions remains critical to ensure both the stability and economic independence of those displaced—whether they remain in host countries or eventually return to Ukraine.

To address these pressing questions, EMN Estonia will host the national conference Beyond Temporary: Building for the Future on 28 May 2025 at the Estonian Academy of Security Sciences in Tallinn. This in-person event will bring together leading policymakers, researchers, and practitioners from Estonia, Ukraine, Türkiye, Moldova, Norway, the Czech Republic, Poland, Lithuania, and Finland, alongside international organisations such as the European Commission, European Union Agency for Asylum (EUAA), International Centre for Migration Policy Development (ICMPD), International Labour Organization (ILO), and Organisation for Economic Co-operation and Development (OECD).

The programme is divided into two thematic sessions. The first will examine policy transitions and legal pathways from temporary protection to more permanent residency. The second will focus on labour market integration and explore the role of the Ukrainian diaspora in supporting both host country integration and long-term recovery and return.
